Meeting with Vsevolod Kovalchuk, Temporarily Acting Director of State Enterprise "Ukrenergo"

On September 26, Chamber Energy Committee held a meeting with Vsevolod Kovalchuk, Temporarily Acting Director of State Enterprise “Ukrenergo” devoted to discussion of current electric energy issues. During the meeting the following issues were discussed: implementation of new Law “On Electricity Market” and development of relevant secondary legislation, perspectives of establishment of the competitive environment on the wholesale electricity market in Ukraine, SE “Ukrenergo” readiness to perform all functions of the Transmission System Operator under the Law of Ukraine “On Electricity Market” and SE “Ukrenergo” initiatives for “green” energy producers on simplification of procedures on connection to Ukrenergo’s power system (“single window”).

Vsevolod Kovalchuk mentioned that the Law of Ukraine “On Electricity Market” provides liberalization and elimination of state regulation of electricity prices at the electricity market. However, establishment of a competitive wholesale electricity market under the mentioned Law also requires development and adoption of secondary legislation. SE “Ukrenergo” plans to publish draft secondary legislation for implementation of the Law of Ukraine “On Electricity Market” on its official web-site. Business community representatives are encouraged to provide their comments to these draft documents.

Mr. Kovalchuk informed that today SE “Ukrenergo” is ready to perform all functions of the Transmission System Operator envisaged in Law of Ukraine “On Electricity Market”. At the same time, there are still some issues to be resolved by the Government and the Parliament of Ukraine.

Participants of the meeting also discussed application of the future Grid Code, which is being developed by the SE “Ukrenergo”, to renewable electricity producers.

The main advantages of SE “Ukrenergo” initiatives for “green” energy producers on simplification of procedures on connection to Ukrenergo’s power system (“single window”) are substantial decrease of application processing period (10-15 days) and conclusion of contracts on connection to Ukrenergo’s power system (up to 30 days), attraction of new market players to Ukrainian electricity market.

Mr. Kovalchuk also discussed new possibilities and advantages for business in Ukraine regarding integration of the joint energy system of Ukraine with ENTSO-E, inter alia: transparent establishment and reasonable stable and long-term price for electricity, new possibilities for electricity trading, free choice of electricity supplier, 30% decrease in electricity wholesale price for long-term perspective etc.
