Partnership for Successfully Competing in the Global Economy

Increasing Ukraine’s Competitiveness
Navigating, Surviving, and Thriving in the Midst of the Crisis

The "Partnership for Successfully Competing in the Global Economy" is a special working product of the American Chamber of Commerce in Ukraine (“Chamber”) developed with input from the Chamber Board of Directors, the Chamber Policy Team, the Chamber Committees and Working Groups in conjunction with numerous respected analysts and experts with the primary goal to join key policy makers and the private sector in building a strong and competitive Ukrainian economy that will help to navigate the current financial turbulence and ensure that Ukraine is well positioned when economic recovery and growth trends begin again.

This year brings Ukraine many important challenges related to the global financial crisis. As an organization that strives to be a reliable partner for the Ukrainian Government in the sphere of investment and economic policy the Chamber together with its Board of Directors and our internationally oriented Member companies, who are leaders in different industry sectors, spent the last year and the beginning of this one – when the crisis was still in its first stages in Ukraine but already acute in Europe and North America – applying its knowledge and expertise to examine what the options are for addressing the crisis in Ukraine, identifying which sectors are critical for the Ukrainian economy, and creating effective tools to address the pressing issues.

The Competitiveness Partnership Project proposes an innovative approach designed to bring key policy makers and the private sector together to implement a comprehensive program of regulatory and legislative reform to assist in this time of crisis and ensure that Ukraine is competitive in the future when global growth resumes.

In the Chamber’s new Competitiveness Partnership Project with the Ukrainian Government our Member companies, Committees, and Working Groups will focus their collaboration with both the executive and legislative branches of the Government and with other respected Ukrainian institutions to implement targeted regulatory and legislative reform to ensure Ukraine is competitive in the increasing intertwined global marketplace.

Jointly with the Ukrainian Government, the Chamber is willing to implement the actions this report discusses. To do so, the Chamber will work through the many venues in which it participates: the Foreign Investment Advisory Council of the President of Ukraine, the Investors Council of the Cabinet of Ministers, the Public Councils of the Ministries and State Committees, the Expert Councils of the Parliamentarian Committees, and new venues as they develop. The Chamber intends to conduct regular reviews of the Partnership with the Ukrainian Government at the macro, sector, and micro levels.

The Chamber has targeted eight key economic sectors and six state policies for the commencement of this Partnership and has selected indicators to measure Ukraine’s progress in achieving competitiveness in them. These are:

Economic Sectors:

  • Agriculture
  • Banking and financial services
  • Fuel and energy
  • Information and communication technologies
  • Real estate and construction development
  • Retail trade
  • Telecommunications and data transmission
  • Travel and tourism

State Policies:

  • Customs policy
  • Healthcare policy
  • Human resources and labor policy
  • Tax policy
  • Intellectual property rights
  • Antibribery policy.

New sectors or industries will be added in consultation with the Chamber Membership and the Government of Ukraine.

The Partnership’s objective is not simply to analyze the barriers and obstacles for businesses and investors in Ukraine and the difficulties that the Government of Ukraine must confront during the reform process. Rather, this Partnership requires an action-oriented, structured program that directly engages the Government of Ukraine – and one that will be continuously updated.

This program will be available for use by the Government of Ukraine, the Chamber, its Members, independent think tanks, NGOs, and other interested parties to present positive changes and reforms in Ukraine, to stimulate a dialogue between the public and private sectors on national development strategies, and to monitor the status of reforms.

The Chamber also appreciates the hard work of the many Chamber Committees and Working Groups as well as individual Members for providing input for the development of the text and action plans.
