Round Table has been organized in strategic partnership of the American Chamber of Commerce in Ukraine, International Financial Corporation (IFC) and Independent Association of the Banks of Ukraine (NABU).
The agenda of the Round Table, inter alia, focused on the following:
On November 23, the Chamber Members met with the World Bank’s Mission on trade facilitation and logistics with the aim to discuss procedural and administrative barriers that hinder the establishment and development of effective export and import trade flows of agricultural products (including cereals) and material resources in the port and river infrastructure of Ukraine.
On November 23, Chamber Members met with Ms. Kseniya Lyapina, Head of the State Regulatory Service of Ukraine, to discuss the current state of the deregulation reform in Ukraine, principal steps for its successful implementation and further actions needed for establishing a favorable investment and business climate in Ukraine.
The Chamber held a meeting with representatives of U.S. Treasury's Office of Technical Assistance (OTA) currently assigned as advisors to the Ministry of Infrastructure of Ukraine.
During the meeting the advisors introduced themselves, presented their scope of responsibilities as well as encouraged all participants to voice their proposals in regards to improvement of current situation in infrastructure sphere.
On November 18, the Chamber held a presentation of the concept of reforming of representative office regulation in Ukraine, developed by the Ministry of Economic Development and Trade of Ukraine, Expert Deployment for Governance and Economic Growth Project (EDGE), Agriteam Canada Consulting LTD and team of experts.
The aim of the discussion was to understand whether the issue is important for business and discuss the best ways to regulate it in order to improve business climate. In particular, Mr. Dusan Kulka, Economic Growth Sector Lead, EDGE Project highlighted that in the most cases opening of representative office instead of creating legal entity is mostly temporary arrangement, therefore, the regulation should be rather simple. At the same time, it should prevent possible abuses, such as tax evasion and unfair competition.
On November 17, the Chamber gathered its Members for the meeting with Mr. Aivaras Abromavicius, Minister of Economic Development and Trade and Mr. Artem Shevalev, Deputy Minister of Finance. During the meeting speakers presented the plans and activities of respective Ministries on improving the business climate, investment, and measures to promote economic development.
On November 16, Chamber Members met with Mr. Roman Nasirov, Head of the State Fiscal Service of Ukraine, Mr. Sergyi Bilan, Deputy Head of the State Fiscal Service of Ukraine, Ms. Ksenia Lyapina, Head of the State Regulatory Service of Ukraine and Mr. Maxim Nefyodov, Deputy Minister of Economic Development and Trade of Ukraine at the premises of the State Fiscal Service of Ukraine. The meeting was aimed at discussing of the taxation of IT enterprises.
Chamber Meeting with Representatives of the National Bank of Ukraine has been devoted to the presentation of the NBU Draft Resolution “On Determination of the Credit Risk of Active Banking Operations”.

On November 6, a meeting with Mr. Volodymyr Shulmeister, First Deputy Minister of Infrastructure and Mr. Roman Khmil, Director of Department on Automobile Transport, Ministry of Infrastructure took place at the premises of the Ministry of Infrastructure. Discussion was focused on problematic aspects of Decree of the Cabinet of Ministers #869 “On Amendments to Clause 22.5 of the Rules of Automobile Traffic”.
On November 3, the Chamber gathered its Members to present the results of its Corruption Perception Surveyconducted during October 2015.
In his welcoming remarks Mr. Andy Hunder, Chamber President highlighted that corruption remains the most important obstacle for doing business in Ukraine, therefore, it is important to understand how the situation has changed since the last year’s survey.
On October 30, the Chamber Members met with Mr. Roman Nasirov, Head of the State Fiscal Service of Ukraine and Mr. Yevhen Bambizov, Acting Head of the Large Taxpayers' Office at the premises of the State Fiscal Service of Ukraine. The meeting was aimed at presenting of the concept of reform of the Large Taxpayers’ Office.
Opening the event, Mr. Roman Nasirov, Head of the State Fiscal Service of Ukraine, introduced Mr. YevhenBambizov, new Acting Head of the Office, and highlighted the future substantive changes in operation of the Office.
On October 30, Chamber Members met with Ms. Valeria Gontareva, Governor of the National Bank of Ukraineto discuss the efficiency of the current currency restrictions set by the NBU, prospects for liberalization of the FX control, mechanisms to minimize the risk of capital outflows and shadow economy, plans and steps of the National Bank of Ukraine to ensure macroeconomic stability, promoting the business climate and attracting the investments.
