Meeting with Mr. Roman Nasirov, Head of the State Fiscal Service of Ukraine and Mr. Yevhen Bambizov, Acting Head of the Large Taxpayers' Office

On October 30, the Chamber Members met with Mr. Roman Nasirov, Head of the State Fiscal Service of Ukraine and Mr. Yevhen Bambizov, Acting Head of the Large Taxpayers' Office at the premises of the State Fiscal Service of Ukraine. The meeting was aimed at presenting of the concept of reform of the Large Taxpayers’ Office. 

Opening the event, Mr. Roman Nasirov, Head of the State Fiscal Service of Ukraine, introduced Mr. YevhenBambizov, new Acting Head of the Office, and highlighted the future substantive changes in operation of the Office. 

Mr. Nasirov and Mr. Yevhen Bambizov admitted that it was a comprehensive work during the last 3 months and underlined that the Office’s reform focuses on the following issues: 

  • orientation to the taxpayers;
  • ensuring favorable conditions for their activities;
  • stimulating business development;
  • providing equal conditions for all taxpayers;
  • further introducing electronic services;
  • optimization of the structure and business processes.

It was also admitted that the new Office’s organizational structure was taken from the US example and Mr. Nasirov and Mr. Bambizov invited all interested persons from business community to join the Office’s team in order to improve its quality of operation. According to the presentation, it will be 6 regional departments in Kyiv, Dnipropetrovsk, Lviv, Kharkiv, Donetsk and Odesa as well as creation of front and back offices.

Mr. Nasirov indicated readiness to streamline and speed up all processes, improve VAT refund for the large taxpayers in 2016 and other important steps. Mr. Bambizov also admitted their plans to ensure proper functioning of tax audit and risk management as well as to establish a sector approach.

The event was also a great opportunity to consider a wide number of practical issues related to tax administration, customs control and customs valuation, fighting against grey import as well as other issues.

The meeting attendees admitted a huge importance of changing the approach to functioning of the Office and transferring to customer-oriented service as well as outlined great expectations of the business community from this reform.
