On September 15, the Chamber held a discussion with Mr. Serhiy Benedysyuk, Director of State Registration Department of the Ministry of Justice of Ukraine, organized jointly with Arzinger.
Opening the meeting, Mr. Dmytro Sennychenko, Co-Head of Chamber Real Estate Working Group, Head of country office, JLL Ukraine outlined main problematic issues with state registration for investors – lack of predictability of legislation and transparency of procedures.
Further, Mr. Timur Bondaryev, Managing Partner, Arzinger outlined the timeline of reforming the procedures for state registration of immovable property and some current issues in this sphere.
Mr. Serhiy Benedysyuk presented the main novelties to be introduced by Draft Law #2982 “On State Registration of Property Rights and Their Incumbents”, in particular, decentralization of registration function by attributing it to the local self-governance and notaries.
Further discussion was focused on current issues in work of state registrars in real estate sphere.
