Meeting with Oleksandr Zavgorodniy, Acting General Director of Ukrzaliznytsia

We would like to update you that Chamber Logistics & Transportation Working Group held its meeting with participation of:

  • Mykola Snitko, Deputy Minister of Infrastructure;
  • Volodymyr Kulachok, Head of the Department on Economic Analysis in a Sphere of Railway Transport, Ministry of Infrastructure of Ukraine;
  • Oleksandr Zavgorodniy, Acting General Director of Ukrzaliznytsia;
  • Yuriy Merkulov, Head of Main Commercial Department, Ukrzaliznytsia; and
  • Oleksandr Buzhor, Director of Department of Economics and Finance, Ukrzaliznytsia.

The discussion was moderated by Serhiy Vovk, Director of the Centre for Transport Strategies, Head of the Chamber Logistics & Transportation Working Group who welcomed the participants on behalf of the Chamber and suggested to start the discussion with an update from Ukrzaliznytsia regarding the current Draft of the Financial Plan of Ukrzaliznytsia for 2016.

Oleksandr Zavgorodniy briefed the participants on certain numbers of Draft Financial Plan as well as on currently unsettled legislative issues related to land tax, fuel excise tax, establishment of National Commission on Regulation in Transport Sphere. Mr. Zavgorodniy outlined the priorities of Ukrzaliznytsia in terms of its capital investments, namely modernization of infrastructure, modernization of rolling stock and railcars repair.

Meeting participants emphasized the problems which they are facing with, especially lack of repaired railroad cars and grain hoppers. Another issue which was voiced at the meeting was related to possible review of capital investments of Ukrzaliznytsia in terms of investing in those sections, which certainly have cargo flow. The electrification of certain sections, not marked in Draft Financial Plan, was named among potential risks for business environment.

Mykola Snitko, thanked participants for a constructive dialogue and called up for Chamber support regarding the Draft Order of the Ministry of Infrastructure “On Amendments to the Order of the Cabinet of Ministers of Ukraine #209-p of 09.04.2012”. Mr. Snitko also suggested to perform some report meetings on quarterly basis as soon as Draft Financial Plan will be approved, so that business representatives have an opportunity to see its implementation by Ukrzaliznytsia.

Summarizing the meeting, participants expressed gratitude to the Ministry of Infrastructure and Ukrzaliznytsia for publishing and publicly discussing its Draft Financial Plan. Participants also agreed to hold another meeting with Ukrzaliznytsia regarding the Draft Financial Plan and its capital investments, as soon as representatives of Ukrzaliznytsia will include and process Chamber proposals voiced at the meeting. Chamber Members supported the idea of quarterly report meetings and agreed to develop the Position Paper to support the Draft Order of the Ministry of Infrastructure “On Amendments to the Order of the Cabinet of Ministers of Ukraine #209-p of 09.04.2012”.
