On March 3, the Chamber held a Round Table on Antimonopoly Reform in the Context of Association Agreement Implementation with participation of representatives of EU Delegation to Ukraine, Verkhovna Rada of Ukraine, Antimonopoly Committee of Ukraine and Ministry of Economic Development and Trade of Ukraine.
Opening the meeting, Tetyana Prokopchuk, Chamber Vice President of Policy stressed on importance of the antimonopoly issues for Chamber members and expressed gratitude to AMCU and other governmental bodies involved for their productive work during past year.
Jocelyn Guitton, First Secretary, Economic and Trade Section, EU Delegation to Ukraine outlined main elements of antimonopoly regulation that are needed to be introduced under Association Agreement. In particular, there is a need to introduce new function of AMCU – control over distribution of state aid.
Mariya Nizhnik, First Deputy Chairman of Antimonopoly Committee of Ukraine, briefed the participants on reforms made by the Committee during last year and updated them on future plans. In particular, she highlighted that AMCU will use more proactive approach, introduce standard documents and will pay more attention to the economic effects of antimonopoly regulations.
Victoria Ptashnyk, Member of the Parliament, stressed that in Parliament there are some potentially harmful initiatives in antimonopoly sphere, such as Draft Law on changing special status of the AMCU. On the other hand, she stressed on importance of introduction of systemic approach and develop strategies for development of certain markets.
Yuliia Kovaliv, First Deputy Minister of Economic Development and Trade of Ukraine highlighted that it is necessary to work further on changing the approach of the AMCU and decrease price regulation for certain goods. She also sees further privatization as a tool to increase economic competition.
Further discussion was focused on such issues as methodology for calculating fines, regulation of economic concentrations, peculiarities of applying methodology of calculating fines, application of Article 15-1 of the Law “On Protection of Economic Competition” and price controls function.
