On March 1, the Chamber hosted a meeting with Oleksiy Filatov, Deputy Head of Administration of the President of Ukraine, devoted to the current state of judicial reform and planned further steps.
First, Mr. Filatov outlined the state of selection of new judges of the Supreme Court of Ukraine. According to him, it can be expected that by the end of April this process will be accomplished and selection of judges for courts of appellate instances and lower instances. He also stressed that procedures to be introduced in the Supreme Court should ensure the unity of practice. Furthermore, he stressed that special efforts will be taken in order to ensure the possibility to carry out the justice.
Second, he outlined the main issues regarding introduction of exclusive right for representation in courts. According to him, more changes, making access to attorneys’ profession easier, are previewed in the Draft Law “On Attorneys’ Service” to be published shortly. Also, transitional period until 2020 is previewed.
Novelties of the procedural legislation are aimed at implementation of earlier passed changes to the Constitution of Ukraine and Law “On Judicial System and Status of Judges”. Regarding creation of Higher Anti-Corruption Court, more work on preparing the Draft Law is required.
