Statement regarding the Necessity of Adoption of the Procedure for Inspection, Sampling, and Analysis of Water in Ports

Experts of the American Chamber of Commerce in Ukraine Member Companies have been continuously contributing to the development of the Procedure for Inspection, Sampling, and Analysis of Water which now needs to be adopted by the relevant CMU Resolution.

 

 

 

In March 2019, by its Resolution #367 dated March 27, 2019 the Government prohibited carrying out inspections of vessels until the Procedure for Inspection, Sampling, and Analysis of Water is developed.

Within the framework of the Working Group under State Regulatory Service of Ukraine on control over observance of requirements of environmental legislation and compensation of damages caused as a result of pollution from the vessels and other floaters in territorial and inland sea waters of Ukraine, the Draft Procedure for Inspection, Sampling, and Analysis of Water was developed. It is designed to directly regulate the sampling procedure to determine water characteristics in the area of ​​pollution and background indicators of the water area of ​​the port. Moreover, this document is supposed to help while detecting the fact of water quality deterioration and source of pollution.

We are grateful to colleagues from State Regulatory Service of Ukraine, Ministry of Infrastructure of Ukraine, Ministry of Ecology and Natural Resources of Ukraine, State Ecological Inspection of Ukraine, Administration of Sea Ports of Ukraine and other partner organizations for joint work on this important document.

AmCham Ukraine hopes that the Procedure for Inspection, Sampling, and Analysis of Water will be adopted at the next Government’s meeting, which will help to improve the regulation in the field of environmental control in ports.
